Being mission-driven myself, I enjoy partnering with clients who work for the common good. My practice is dedicated to helping government entities and nonprofits serve their communities.


Daniel Burns is an attorney in our Municipal Law group, specializing in Public Finance. He serves as bond counsel to local governments, and assists with a variety of other economic development projects.

Dan also focuses his practice in the area of Affordable Housing, providing counsel to local governments’ public housing agencies, as well as landlords of affordable housing. He additionally serves as a neutral hearing officer for housing agencies.

Areas of focus include:

Aside from his work in our Municipal Law group, Dan relishes helping nonprofits with governing documents, state and federal compliance, financing options, and other legal issues. Dan also works with individual clients, developing their estate plans and real estate services.

Prior to joining Eckberg Lammers, Dan clerked for the St. Paul Public Housing Agency at the City of St. Paul City Attorney’s Office. He has also served as a legal advisor at the United Nations in New York City. He is a graduate of the University of St. Thomas School of Law in Minneapolis.

Dan lives in St. Paul with his wife and daughter. He enjoys traveling, being on or near the water, and frequents St. Paul Saints’ and Minnesota Twins’ baseball games.
